The 2023 Ohio Annual Report is required to be filed by any entity that was registered/licensed for any amount of time during 2023 under the General Loan Law (GLL), Consumer Installment Lending Act (CILA), Small Loan Act (SLA), and/or Short-Term Loan Act (STLA). It only pertains to consumer (non-mortgage) lending during the 2023 calendar year: mortgage-related information is reported exclusively via the NMLS and should not be included in the 2023 Ohio Annual Report.

Tips on completing the 2023 Ohio Annual Report:
  • The company will only receive email notifications beginning in 2024 for the 2023 Ohio Annual Report (no hard-copy mailing will be sent for 2023 reporting)
  • For 2023 Ohio Annual Report GLL, CILA, SLA and STLA (main and branch) companies: the company must log in to the website with the eLicense User ID and company-established password. If the company is unable to locate the User ID and/or Password:
    • Email DFICFExam@com.ohio.gov, subject “Annual Report UserID/Password Reset”
    • Body of the email, include:
      • Company Name
      • Credential Number
      • Specific request/issue
    • The division will send confirmation and further instructions to the email address on file with the Division.
    • After you receive/establish your credentials, return to the Annual Report website at https://apps2.com.ohio.gov/fiin/AnnualReports/.
    • After login, review the “Helpful tips” and “Glossary of Terms” for more information and clarification.
  • It is recommended that users ‘save’ their work as they are working. Be sure to complete the filing by clicking ‘submit.’
